PG.576 Hanji notices that towel-wrapped Falco reacted as though electricity ran throughout his body in the carriage (=Infer Zeke's scream). She was forced to watch Floche subjugate the Training Corps/Shadis beaten up on PG 608-613. She is fine, but is told to lead them to Zeke.

Floche gave impassioned speech to 109th Training Corps. If they continue with their obsolete ways, the outside world will crush them, For the sake of the island, Floche urges them to dedicate their hearts to the Yeager Faction.
Floche says two outcomes: Resign themselves to being killed with old-fashioned Shadis, or to live in a future with Eren leading Eldia. He orders the Training Corps to beat up Shadis to show their commitment. Everyone who isn't willing to/bluffing will go to jail. Everyone obeys.
Zeke (human form) hitched a ride in the palm of a titan + two escorts to escape. He's overconfident that Levi would be unwilling to slay his comrades + mistaken about having power/time/options. Dirty/Bloody Levi caught up + spin-attack, so Zeke was forced to counter & titanize.
